From years of being an HA, I present the cancer that is my google docs folder.
Perhaps some of these ideas could be used on the new server?

Administration Rules (Developed on Oasis/Eclipse)
Common sense:
-You need to be active, trying to do as much as you can for the server, otherwise you will be kicked. You accepted the responsibility to be an administrator and it is your duty to deliver.
-NEVER argue with another staff in public (Forums/TeamSpeak/in-game) - Take such disputes to a senior staff member/private messages.
-Respect both the server rules and admin rules.
-Never be biased to a friend or clan member, meaning they do not have special privileges just because you are their friend/clan member. You will be removed.
Player interaction:
-You can only heal players for 5k if the population is under 30 people, or if part of a complaint/refund. - --Money earned from admin heals is yours to keep and use as you see fit.
-You may restock required serfing tools (Scythe, bucket, etc etc)
-You may restock cart horses to a max of 20, per stock.
-Don't solve complaints already being solved by another admin, unless asked to do so by the admin that is solving the complaint, or a HA or SO.
-Never be biased to a friend or clan member, meaning they do not have special privileges just because you are their friend/clan member. You will be removed.
General:
-Do NOT spawn in items - even for refunds - without approval from senior staff.
-Refund players in gold only, and when spawning it in, state why you’re spawning gold in admin chat.
-You must be on the official Eclipse Infinity TeamSpeak server when administrating (You may have your mic muted, but you MUST be in the TS at least).
-You may never spawn in admin horses, if you wish to ride around. Spawn a courser (ID: 349) I don't recall the item IDs on 4.5 anymore - been a long time.
-Don’t spam teleport forward it can bug the logs.
-NEVER abuse your admin powers, meaning that you give yourself or your clan members/friends a advantage over other players. This includes healing, spawning items/gold and making judgements that hugely benefit them eg. not banning them for a clear RDM.
Respect:
-Never argue with players, stay professional.
-Always be polite, Administrating is like a business and the players are the customers.
-ALWAYS be polite to your fellow staff members NO MATTER WHAT.
Roleplaying:
-You are not allowed to log in with the admin password without your tags; HA+, as well as those who have been granted this special privilege, are an exception to this rule.
-The admin rules still apply to you even if you are RPing. How you RP reflects an image of the staff team, you are responsible that you keep it in good shape. So never loophole or bend the rules. Make the community like you! Never be the person which you would punish yourself.
-You will be removed from the team and banned if you break server rules. You’re not above the ruleset.

A simple set of guidelines, some pretty spot on. From the Nexus guys. No idea why I still have this.
- Of course the duration of the punishment relies on the context of the situation, which will be different for every complaint. The table below will, however, provide a general overview of the punishments that should be handed out.
- If a serious apology and refund (if applicable) are offered to the victim then the punishment should be less harsh.
- There is a big difference between intentional rule breaking / griefing and the occasional accident that can occur. If the rule break was intentional then feel free to hand out a harsher punishment. If it was an honest accident then consider a lighter punishment.
-In the case of insulting with comments of ableism, only the person who the insult is directed at is able to report the abuse. This, in order to reduce any attempt of harassment via making complaints.
-Sexual harassment is bullying or coercion of a sexual nature, or the unwelcome or inappropriate promise of rewards in exchange for sexual favors.
