Item Spawning Ghost Rule

It is come to my attention that there is an erratic sequence of events taking place within the administrator staff criteria and great miscommunication taking place between those sworn to uphold fair rules and game play and those that play the game. I want to address something that I personally think is unfair and ludicrous that is being enforced and has hardly ever been before. The unseen rule that is only enforced by administrators that I deem exploit out of spite rather then the will to act justly is item spawning. For years the concept has had guide lines and rules that depend on certain circumstances such as compensation or events. There have hardly ever been any servers that reject the notion of doing so for compensation or purchasing. The reason for this is because in the past servers understand that spawning certain items for particular situations are more convenient to do rather than gold which can inflate the economy.
And before some hasty bumbling dolt starts a reply stating something along the lines of "If you can get your items spawned that means other people will want there items spawned too!", you should realize that not all items have equivocal value. There is a difference between spawning a plated charger, great sword and plate armor versus spawning a book or a lute or anything that serves no value other than presentation and role play. It's so easy to say: "We only spawn in items that do not grant advantages over others." Now I am not telling you just to spawn in items upon every waking request it would be advisable to charge them for the price of the item or if they are a victim of a broken rule just compensate them especially if the item or items they lost are not on the map. Even if you told them to find the Item Identification numbers themselves it is still more just than not allowing any items at all. The fact that administrators even consider not spawning in items for compensation when the player even provides the means to attain them within seconds is unfathomably shortsighted.
In conclusion, I hereby suggest that items that do not grant advantages over other people nor exploit any system in the game should be unbanned and items should be refunded through the powers of the spawn option if they are indeed not available on the map. If the staff is too lazy to provide the players this privilege than enforce that they must present them the identification numbers before requesting a refund to begin with. Also if you wish you could allow players to buy useless items as well for their full price which I do not necessarily care about but I do really firmly believe that if an item is not available on the map and the player has the information to access it quickly then it should be allowed. If you feel like this will bring any problems which it has not in the past eight years of PW servers then by all means comment your concern.
Edit: It would also seem that people believe I'm attempting to suggest that we spawn in items whether buying them or compensating them... I. Am. Not. I am requesting that you allow the items to be spawned if the player provides their ID numbers and they may only receive them as compensation if you do not allow them to be bought WHICH you have in the past anyway. Also, I am saying that the items can be spawned IF and only IF the item in question does not offer any advantage.
