You could always de facto remove the Default Outlaws and instead add a (technically) landed faction designed to be outlaws. That way they get faction functionality, while also having the opportunity to better implement special outlaw faction rules. Kinda like how there's the suggestion for a "de facto" or "designated" village/market fac that can never cap. I did this once in another game in a different context but similar idea, though not sure if it would work here. Celestial had that I think for a while on GoT, thing was the village just became the place where all the cancer just kinda coalesced. It's great for everyone else, but bad for the noobs who think the village is the safest place to be. Didn't help that everyone just kept raiding it. It could be worth a try, but that just how it was on Celestial.

Yeah idk what it is about the shop/village faction but every one always feels the need to shit on it and troll it even when its unwarrable lol
